Advantages of the system
 

The setting up of the ACD platform will allow the Port Authority:
- To have a safety based system on the risk analysis factors;
- To promote the timely and accurate exchange of information that will allow the Port Authority and other control structures to more effectively manage and detect high-risk shipments with:
- The manifest of the cargos available on the means of transportation at the last port of call before the first port of the destination country
- Freight manifest
- The cargo manifests to be inspected at the port of destination
- The dangerous goods manifest
- The certificate of inspection of the vessel with the safety and security information according to the different conventions
- Crew list on the vessel
- The reliable and accurate statistics, tools for decision making
- To enable the Port Authority and other structures of control to have a broader and more comprehensive view of the global logistics chain and create an opportunity to eliminate duplications and increased reporting requirements;
- To ensure the reliability of weights and volumes, country of origin, country of source, customs procedure, declared value, the real nature of the goods and the quality of the economic operator.
- To facilitate and structure data exchanges between SUPPLY CHAIN stakeholders and the Port Authority for:

  • Its security aspects (Police, Interpol, National Army, Intelligence Services, etc.)
  • Its financial and incidental aspects of combat against fraud
  • (Customs, Port Authority, Shippers Council for Cargo Tracking, etc.);
  • The Public Treasury (revenue forecast, creation of the Maritime Security and Safety Fund);
  • Ministry of the Planning (provision of reliable and early statistics to take economic decisions);
  • The Central Bank (Forecasting of currency flows from the maritime industry)
  • The Ministry of Health (close control of prohibited pharmaceutical products)
  • The Ministry of Defence (Importation of weapons of war, etc.)
  • The Ministry of Transportation (control of the supply chain, etc.)
  • The Ministry of the Security (Collaboration with the Police for the control of the identities of seafarers, migratory flows, imports of vehicles, etc.)
  • To facilitate the movement of the legitimate trade, as well as improve and modernize customs operations.
